If he proposed a Naval blockade, then Olmert has suggested the U.S. conduct an overt act of war against Iran. Under international law, Iran would have the right to forcibly break the naval blockade. No nation has the mundane legal right to undertake such a blockade against another nation without meeting the burden of proof concerning the imminent threat by the nation to be blockaded.

If he has done this, Olmert has illegally attempted to enlist the U.S. in a conspiracy to wage a war of aggression against Iran and needs to be removed from office immediately to be replace by someone who openly repudiates Olmert's illegal activity(s) and war-mongering.

Olmert proposes naval blockade on Iran: report

Wed May 21

JERUSALEM (Reuters) - Israeli Prime Minister Ehud Olmert proposed in talks with a U.S. congressional leader that a naval blockade be imposed on Iran to try to curb its nuclear program, an Israeli newspaper reported on Wednesday.

The Haaretz daily quoted Olmert as telling Nancy Pelosi that "the present economic sanctions have exhausted themselves" and the international community needed to take more drastic steps to stop Iran's efforts to obtain nuclear weapons.
