Tom Usher wrote or added | The UN Human Rights Committee told Spain to repeal the 1977 amnesty law, the Committee against Torture also said that crimes of torture and disappearances can't be waived by amnesty, and the European Court of Human Rights suggested that amnesty laws can't dismiss torture or barbarity. Garzón is right as far as mundane law goes.
