What it really means is the people, not an unruly mob but the people who are not out to enslave each other or take vengeance on the greedy, lying elitist but rather out to engage in old-fashioned neighborly help akin to barn raising on a national and even global scale. This would be where the securities markets, which are now mostly insider-trading (front running), would be history.
The people who push the idea of populism as being for lowbrows are the lackeys of the finance capitalists (aka banksters) who don't work for a living but rather pay "intellectual" and "quant" underlings to conjure up con games to rip off those people they want to fool into believing populists are racist morons or demagogic would-be tyrants, whether libertarian right or socialist left.
Unfortunately, the Tea Party is a mix of people who don't realize that they are robbed of their populist mentality by those who rip them off the most. They are told that those who are poorer than they are are the problem when it is in fact those who are vastly richer than they are who not only keep down the poor but also the bulk of the Tea Party class (shrinking middle class).
The Tea Partiers are fools to fall for the kleptocratic spiel. The plutocrats are nothing more than the pinnicle of a self-glorified criminal class. It doesn't matter how refined or well-mannered they come across as being on the outside. On the inside, they are crooks.
