The word "almost" there is troubling in that whistleblowing to outsiders really isn't supposed to be about "almost," not that I'm for the lawless Empire. I'm not. I'm for America living up to its supposed ideals, not for any of the Bush/Obama evils. However, Manning has reportedly taken responsibility for leaking the video of the US helicopter attack on innocent civilians in Baghdad. Now that wasn't "almost." That was clearly illegal activity on the part of the US military — claiming a telephoto lens on a camera was a weapon.
Also, the State Department is trying to figure out the potential damage by checking on all the documents Manning might have accessed and copied.
