Commissioner [wrongly] Says Fellow Officer Did Not Have to Stop Cop Beatdown

This is a prime example of bad psychological screening, bad training, bad senior-level evaluation, bad community understanding, and on and on.

In a press conference after a video surfaced showing a Baltimore police officer repeatedly punching a city residents Commissioner Gary Tuggle says the second officer on the scene could not intervene because he feared for his safety from onlookers.


The lawyer in the video is absolutely right that the 2nd officer would have intervened had it not been his partner doing the assaulting.

Let me add that anyone who was there had a perfectly legal right to intervene to place the offending officers under citizen's arrest for assault and battery and aiding and abetting.
