Russian hackers targeted U.S. Senate, think tanks: [claims] Microsoft [without providing any details to us]

The domain takedowns represent Microsoft's latest effort to thwart what it says are hacking attempts by a group known as "Fancy Bear," or APT28, that is linked to the Russian government.

Just exactly how did Microsoft determine who did what? How did they rule out others foisting themselves off as bumbling Russians (incapable of hiding their tracks) supposedly linked to the Russian government, as if every Russian citizen isn't linked to the Russian government.
