And as with any other war refugees, they are entitled to return to their land whether or not any Jews want a Jewish ethnocracy on that same land. The law was in place before the Jews there declared an independent, ethnocratic (racist) state. The rest of the world had no business or legal right to aid or abet those Jews in stripping the Palestinians of their land.
