Under Ronald Reagan, the CIA funneled tons of cocaine to be made into crack into Black communities in the US, especially LA, to ruin those communities. Now, either Reagan didn't know or he forgot. Nevertheless, it did happen. Nobody was ever punished for it because George H.W. Bush saw to it. That's blatant racism. Bush was Reagan's VP who went on to become President.
Don't forget that Reagan signed off on Iran-Contra but claimed later he couldn't remember having done it and that doing it was wrong.
He did die of Alzheimer's.
He ruined the unions. He deregulated like crazy, which started the deregulation mania that caused the Great Recession and bankrupted a huge swath of Blacks and threw many more out of work. That's perhaps not direct racism, as plenty of whites were clobbered too. It was still classism, which has always hurt people of color more.
